What will be coming your way in 2026 if you drive a van or truck? We list the six most important developments and how you can respond. For example, as of July 1, 2026 you will pay a truck levy, the requirements for installing charging stations will be tightened and there will be new zero-emission zones.
1. Truck tax from July 1, 2026
.From July 1, 2026, the truck levy will apply in the Netherlands. This means that owners of trucks (> 3,500 kg) will pay a per-kilometer tax on all highways and some main roads. The cleaner and lighter the truck, the lower the rate per kilometer driven. This encourages sustainable transport. The current Eurovignette tax will expire on July 1. Also, the motor vehicle tax for trucks drops significantly: For vehicles up to 12 tons, it even disappears completely. 2. AanZET subsidy for emission-free trucks
.The government is helping to purchase zero-emission trucks through the AanZET subsidy scheme. Another round of subsidies will start on Jan. 27, 2026, with a substantially increased budget of €78 million. The subsidy amount can reach up to 115,200 euros per truck, depending on vehicle category and company size. Beware: interest in the subsidy is enormous and the pot often runs out quickly. 3. Discount motor vehicle tax electric vans disappear
Do you drive an electric van? From Jan. 1, 2026, electric vans will pay the full motor vehicle tax rate. A 75 percent discount still applies until the end of 2025, but that will therefore disappear from 2026. Despite the elimination of the discount electric driving often still remains more advantageous than driving a diesel.
4. New zero-emission zones in 2026
.More and more municipalities are introducing a zero-emission zone for vans and trucks. Eighteen cities already started in 2025, including Maastricht, and new areas and cities will be added in 2026. Namely Schiphol (January 1), Arnhem (June 1) and Dordrecht (July 1). The Hague is also expanding its existing zone toward Scheveningen. This will bring the Netherlands to a total of 21 cities/locations with a zero-emission zone by the end of 2026. In Venlo, the zero-emission zone will start on January 1, 2027. If you drive delivery vans or trucks in one of these cities, prepare in time to continue doing business there when the zero-emission zone starts. In addition, it may be smart to investigate whether city logistics hubs can play a role in your logistics process. Through regional transshipment points - such as Cityhub or Freight Hubs - the last mile within zero-emission zones can be provided completely emission-free. This way, your deliveries are guaranteed, even if your own vehicles are not (yet) zero-emission.
5. Euro 5 van: last year access to zero-emission zones
In Dutch cities with zero-emission zones, including Maastricht, fossil-fuel powered vans and trucks are not allowed just like that. A transitional arrangement applies until 2030. Do you have a van with a Euro 5 diesel engine (emission class 5)? Then you can still use it in zero-emission zones until January 1, 2027. Check in 2026 which vehicles this concerns in your fleet and make a replacement plan in time.
For SMEs, zzp'ers, foundations and associations based in Maastricht, there is a municipal subsidy scheme until 2027 for, among other things, the purchase or financial lease of a new or used electric van or light electric vehicle (LEV). For more information, visit www.zesmaastricht.nl.
6. Requirements for construction of charging stations
.For utility buildings (such as offices), stricter requirements for the installation of charging poles and neutral lines for charging poles will apply from mid-2026. The following requirements will then apply to new construction and major renovations of buildings with more than 5 parking spaces:

Minimum of 1 charging point per 5 parking spaces. For office buildings even at least 1 charging point per 2 parking spaces.

For cabling for 50 percent or more of parking spaces, conduit runs for the rest.
