More entrepreneurs can apply for flexible electricity consumption subsidy

From 6 May, entrepreneurs who suffer from the overloaded electricity grid can again apply for subsidies for flexible electricity consumption (Flex-e). This will allow them to still take steps to grow or become more sustainable. New conditions mean more companies are eligible for the subsidy. Applying is also easier this time. Entrepreneurs can submit their application to the Rijksdienst voor Ondernemend Nederland (RVO).

Wider target group than in 2025

All companies with a wholesale connection can now apply for the subsidy. These are companies with an electricity connection larger than 3x80 amps. In the previous opening, only companies with a contracted transmission capacity (the highest power they are allowed to take from their grid connection at one time) of 100 kW or more were eligible for subsidy.  

Lessees without their own connection and transmission agreement (ATO) are no longer eligible for this subsidy. The owner of their premises with the ATO may still be able to apply for subsidy.

No more contract needed for some measures

There are 2 groups of measures for flexible electricity consumption for which entrepreneurs can get subsidy. 

The first group includes measures that together have less than 100 kW (flexible) power. Flexible power is the maximum power you increase, decrease or use at a different time with a measure, e.g. by shifting consumption to quieter hours. For this, entrepreneurs do not need a congestion management contract with their grid operator. Such a contract states how much electricity they are allowed to use at different times. Applying for this contract is time-consuming. As this is not required now, it is easier for smaller companies to take measures.  

In the 2nd group are measures that together have 100 kW (flexible) power. For this, entrepreneurs still need a congestion management contract.

Budgets better fit entrepreneurs' needs

The subsidy consists of 3 components. The budget per subsidy component now better matches what entrepreneurs need. This year there is less money for the flexibility scan. Instead, there is more money for the flexibility measures.

The budget and subsidy percentage differ per component:

  • For the flexibility scan and feasibility study, the subsidy percentage remains the same: entrepreneurs receive up to 50% of the costs. The available budget is 4 million for the scan and 8.8 million for study.  
  • For the flexibility measures, the subsidy percentage has been increased from 35% to a maximum of 40%. The budget is divided into 2 groups: 6.5 million for measures up to 100 kW and 9.7 million for measures of 100 kW or more.
